1. Operational Mission & Asset Circulation Architecture

Academic libraries maintain extensive collections of textbooks, reference encyclopedias, scientific journals, and literature reserves. Maintaining high circulation velocity while preventing asset loss requires an automated circulation system. When circulation procedures are manual or disconnected from the institutional billing system, overdue books go unreturned for terms, fine collections leak at the circulation desk, and lost volumes degrade library holdings.

Orbit Edu integrates the library circulation desk directly into the central academic platform. Using rapid 150 ms USB laser barcode scanners, librarians issue and return books in seconds. Overdue fines accrue automatically based on deterministic schedules and stream directly into the bursar's monthly fee challan billing queue.

The technical implementation is anchored in apps/edu/src/app/admin/library/page.tsx (the circulation desk console), apps/api/src/modules/edu/services/library.service.ts (the catalog, loan, and fine engine executing checkoutBook, returnBook, and linkLibraryFineToChallan), apps/api/src/modules/edu/services/fee-challans.service.ts (the composite fee integration pipeline), and the underlying LibraryBookRecord, BookLoanRecord, CheckoutLibraryBookInput, and ReturnLibraryBookInput entities.

1.1 Operator Authority Matrix

Execution of library operations spans four administrative roles:

  1. Circulation Desk Clerk (Tier 1 Operator): Handles daily book checkouts and returns, scans member cards and book barcodes, inspects physical book conditions, and collects in-person cash fines.
  2. Cataloging Librarian (Tier 2 Specialist): Ingests new book accessions, assigns Dewey Decimal classification codes, prints accession barcode labels, and sets replacement costs.
  3. Chief Librarian (Tier 2 Academic Authority): Manages borrower lending quotas and grace periods, approves lost-book write-offs, and initiates batch overdue fine linkages to the bursar office.
  4. Campus Bursar (Tier 3 Financial Liaison): Receives linked library fine surcharges on composite fee challans, collects banking payments via 1Bill, and reconciles library revenue accounts.

3. Barcode Circulation & Surcharge Linkage Pipeline

The circulation workflow automates copy status transitions, overdue penalty calculations, and bursar ledger postings.

3.1 Mathematical Formulation of Overdue Fines

When a borrowed book is scanned for return, library.service.ts calculates elapsed days past the recorded due date:

OverdueDays = Math.max(0, Math.ceil((ReturnTimestamp - DueTimestamp) / 86400000))
FineAmountPKR = OverdueDays * 20.00

Where:

  • ReturnTimestamp is the epoch timestamp of book return.
  • DueTimestamp is the epoch timestamp representing 23:59:59 on the loan expiration date.
  • Daily fine rate is fixed at PKR 20.00 per day.

If the fine is linked to the student's monthly fee challan (conforming to the bounded monthly format CHAL-${monthKey}-${adm}) rather than collected on the spot, linkLibraryFineToChallan() executes:

const challanInvoiceNumber = `CHAL-202611-${loan.borrowerIdentifier.replace(/[^a-zA-Z0-9]/g, '')}`;
loan.linkedChallanInvoiceNumber = challanInvoiceNumber;

await this.audit.log({
  action: 'library.fine.linked_to_challan',
  entity: 'BookLoan',
  entityId: loan.id,
  afterState: {
    invoiceNumber: challanInvoiceNumber,
    fineAmount: validated.fineAmount,
    reason: validated.reason,
  },
});

4. Operational Runbook: Circulation Desk Workflows

The circulation desk routine spans three operational procedures: Book Checkout, Return & Fine Assessment, and Damaged Book Assessment.

Phase 1: Rapid Barcode Checkout

  1. Scan Borrower Member Card:

    • The borrower presents their student card or faculty ID at the circulation desk.
    • The librarian scans the barcode on the card (or presses F2, types admission number #ADM-2024-001, and presses Enter).
    • The system retrieves the borrower record, checking:
      • Student borrowing limit: Maximum 3 books active.
      • Overdue status: No overdue loans currently unreturned.
      • Disciplinary holds: Active clearance hold checks.
  2. Scan Book Accession Barcode:

    • The librarian scans the barcode label affixed to the inside back cover of the book (e.g., PHY-02-CP03).
    • The system checks copy availability (availableCopies > 0).
    • Sets the checkout timestamp and calculates the due date:
      DueDate = CurrentDate + 14 days

    • Decrements availableCopies by 1 and prints a thermal date-due slip for the borrower.

Phase 2: Book Return & Fine Processing

  1. Scan Returned Book:

    • The librarian scans the book accession barcode into the return input field.
    • The system retrieves the active loan record and computes overdue days.
  2. Evaluate Due Date:

    • Returned On or Before Due Date: Status marks as returned, availableCopies increments by 1, and the loan closes with 0 fine.
    • Returned After Due Date: The terminal displays the overdue alert showing elapsed days and fine due (e.g., 9 days * PKR 20 = PKR 180).
  3. Fine Settlement Path Selection:

    • Option A (Cash Settlement): The borrower pays cash at the desk. The librarian enters the received amount, clicks Settle Cash Fine, and issues a thermal receipt.
    • Option B (Link to Monthly Challan): The borrower chooses to pay via their bank challan. The librarian clicks Link Fine to Challan. The system creates a pending surcharge record linked to the student's next composite fee challan and clears the library loan.

Phase 3: Damaged or Lost Book Processing

  1. Physical Condition Inspection:
    • Upon return, the librarian inspects the binding, pages, and spine.
    • If severe damage is identified (water damage, missing pages, torn cover) or if the student reports the volume lost:
      • The librarian changes loan status to Damaged or Lost.
      • Queries the catalog master to retrieve the recorded replacementCost (e.g., PKR 3,500).
      • Posts a replacement cost debit voucher to the student's bursar account.
      • Decrements totalCopies and availableCopies in the catalog.

5. Architectural Verification & Circulation Telemetry

6. Failure Modes & Recovery SOP

The following operational contingency protocols resolve edge-case exceptions during library circulation:

7. Cross-Vertical Internal Linkages

The Library Barcode Circulation system functions as the learning asset protection engine, coordinating directly with other modules in the academic network:
